The "Schatten" side of labour Migration in German – trade union responses to precarious employment practices

Abstract

Drawing on the findings of a European Union funded project, Industrial Relations and Multilingualism, the following session will address a number of issues relating to trade unions and migration in Germany. Firstly, from a historical perspective we will consider the emergence of migration in Germany, specifically how government policies have responded to various migration waves since the 1950s. Next, we will reflect on the Schatten (shady) side of labour migration in Germany today, outlining how migrants have to contend with precarious employment practices. Here, we will consider a Deutsche Gewerkschaftsbund (German trade union federation) project, Faire Mobilität (Fair Mobility), designed 1) to advise migrants of their labour rights in their own language and 2) help organize migrant workers in opposing exploitative practices. Furthermore, the Faire Mobilität case study not only exemplifies how language is the key to successfully representing migrants’ interests, it also demonstrates the continued conundrum of German unions’ policies towards migrants, a fact that raises interesting and generally unresolved questions about labour solidarity in a world where labour markets are increasingly faced by the challenge of mobility.
